【志忠论经济】蔡志忠:撤辣是迟来的春天 预期楼市量升价稳

社会各界对港府全面撤销楼市辣招的呼声高唱入云,政府终于改变初衷,将实施近14年的楼市辣招全面撤销,这是非常大的进步,对疲弱的楼市起了积极提振作用。
过去几年,香港经济环境严峻,楼市受冲击重创,到今天才撤辣已经比较迟了,但仍然是好事,相信受到市场欢迎。笔者认为,全面撤辣只是稳定一下楼市,缓和楼价下跌的速度,楼市仍然受新楼大量供应以及息囗高企的影响,短期内住宅成交量会增加,不过由于地产商去年出货缓慢,囤积了大量库存,估计有近3万个新楼待售,发展商会争先恐后推盘,而且仍然需要减价促销,准买家无须过急入市。
正如内地楼市一样,即使有政策大力扶持,重创的楼市还是需要一段长时间才能复原。基于国际外围环境复杂,多个负面因素没有太大改变,预期今年香港楼价仍有5%至8%下调空间。笔者并非担心楼价下跌,我更关注的是各项领域的交投量(包括楼股)能够正常运作发挥,才不会窒碍经济发展,期望港府作出更多推动经济措施,例如大幅加大内地自由行城市数目,引进更多著名企业及资金,以及商业借贷方面进一步放松,帮助中小企业渡过难关等等,籍此重振香港国际金融中心声誉。
